Home Rule Charter

A public forum is set for 6:30 to 8:30 p.m., Thursday, Feb. 10 to explore the home rule charter process proposed for Clark County. The forum will be in Foster Hall at Clark College, 1933 Fort Vancouver Way.

Most county functions are established by state law. With home rule, the structure of county government could change, but the county would continue to provide certain services, including courts, law enforcement, road maintenance and elections.

The first step in potentially making Clark County a home rule county would be to elect a group of freeholders in the fall. Freeholders would be responsible for drafting a specific charter to put before voters in a subsequent election.

The Feb. 10 forum will provide information about how Washington state law treats both charter and non-charter counties and the scope of work freeholders could expect.

Additional forums, all from 6:30 to 8:30 p.m., will cover the same material:

  • March 10: La Center High School Commons, 725 NE Highland Road
  • March 24: Dollars Corner fire station, 21609 NE 72nd Ave.
  • April 7: Camas Library, Rooms A & B, 625 NE Fourth Ave.
  • May 5: Union High School Commons, 6201 NW Friberg-Strunk St., Camas

Another forum is planned for 7 to 9 p.m., April 20, at Washington State University Vancouver, Administration Building Room 110, 14204 NE Salmon Creek Ave.
