1. Where can I find the standard template for Maintenance Bonds, Performance Bonds and other financial securities?
Standard templates for these financial securities can be accessed on the Community Development Web page.
2. Where can I find the Clark County Standard Details Manual for Transportation, Drainage and Erosion Control?
The entire manual or individual details may be downloaded from the county's FTP site which can be accessed directly at ftp://ftp.clark.wa.gov/pub/ or www.clark.wa.gov/public-works/engineering/design.html, click on "Technical Data on all Current Projects". The manual is also available on CD at the Public Services Center, Fourth Floor, reception counter. The files on the FTP site and on the CD are provided in both AutoCAD release 2004 and PDF formats.
3. Where can I purchase erosion control signs?
Erosion Control Signage may be ordered through local sign companies using these specifications.
4. What is the definition of impervious surface?
Impervious surface is a hard surface area that either prevents or retards the entry of water into the soil. Examples include, but are not limited to, structures, walkways, patios, driveways, carports, parking lots or storage areas, concrete or asphalt paving, gravel roads, packed earthen materials, haul roads and soil surface areas compacted by construction operations, and oiled or macadam surfaces. Open, uncovered stormwater facilities are not considered impervious surfaces.
5. When can I record my plat?
Final plat approval may be applied for after your preliminary plat has been approved and the appeal period has expired.
6. Can I bond private improvements?
No. Private improvements cannot be bonded because the county does not have authority to accept securities on private property or legal right to access private property to enforce completion of private improvements.
7. How do I find the address of a new lot?
Individual lots are assigned addresses prior to plat recording. Addresses can be obtained by contacting the Permit Center at (360) 397-2375 ext. 4998.
8. When will the parcel number for my new lot be issued?
Once a plat has been recorded, parcel numbers are issued to individual lots by Land Records in the Assessor's Office.
9. Where do I get a utility permit for work in existing county right-of-way?
Utility permits are applied for through your appropriate utility agency. They utility agency then applies directly through Clark County Public Works.
One exception is public stormwater facilities, in which case you apply for your permit at the Clark County Public Works Department.
