	Authorizes the creation of a Metropolitan Park District with boundaries defined as the Vancouver unincorporated urban growth area. The District, if formed, would levy a general tax up to twenty-seven cents per thousand dollars of assessed valuation to allow for such park and trail development by providing maintenance funding.
