Board of Health

The local board of health for Clark County is composed of the Board of County Commissioners in accordance with the public health and safety chapter of the Revised Code of Washington.  The Clark County Board of Health is charged with supervision of all matters pertaining to the preservation of the life and health of the people within the county, including:

  • enforcement of state public health statutes, rules of the state board of health and secretary of health
  • supervision of health and sanitary measures for the provision of the public health
  • enacting local rules and regulations in order to preserve, promote and improve public health
  • control and prevention of any dangerous, contagious or infectious disease
  • prevention, control and abatement of nuisances detrimental to public health


The Clark County Board of Health also establishes fee schedules for issuing or renewing licenses or permits or for such other services as authorized by the law and the rules of the state board of health, provided that such fees for services do not exceed the actual cost of providing any such services.

Meeting times and location
The Clark County Board of Health meets on the fourth Wednesday of the month beginning at 9:00 am in the Commissioners' hearing room on the sixth floor of the Clark County Public Service Center located at 1300 Franklin Street in Vancouver.

Advisory to Board of Health
The Clark County Public Health Advisory Council (CCPHAC), established by the Clark County Board of Health in 2003, serves in an advisory capacity to the Board of Health on improving the health of the citizens of Clark and Skamania counties, promoting public participation in and identification of public health needs, and providing for communication between the Board of Health and the citizens of Clark and Skamania counties.

The CCPHAC provides a direct link between the Clark County Board of Health and the Clark and Skamania county communities-at-large in order to give a local focus on public health.  The CCPHAC provides a forum to:

  • identify community health needs based on current data and testimony
  • set priorities based on these factors to assure present and future health
  • evaluate the impact of proposed public health policies and programs to meet identified needs/concerns
  • formulate and present recommendations to the Board of Health to enhance the health status of county citizens in both Clark and Skamania counties

The CCPHAC consists of 21 members who are appointed by the Board of Health for three-year terms and may be reappointed.  The membership strives for racial and ethnic diversity and, as much as practicable, is selected so as to represent all geographic areas of the county, urban and rural.  Members (other than representatives for Skamania County) live or work in Clark County and are a diverse representation of organizations, professions and viewpoints.  Two representatives on the council are appointed by the Skamania County Board of Commissioners.
