Solid Waste Compliance Program

Regulating solid waste handling contributes to a cleaner, healthier Clark County

Solid waste is household garbage, yard debris (leaves, weeds, prunings,
grass clippings, brush and woody materials), demolition and construction debris (old lumber, pallets, roofing, etc.). Staff in this unit work with permitted solid waste handling facilities throughout Clark County, including:

  • Active and closed local landfills
  • Solid waste transfer stations
  • Composting and recycling facilities

Environmental Public Health staff works with solid waste facilities to assure that they are:

  • Complying with state and local regulations
  • Monitoring, evaluating and following their operations plans
  • Monitoring, evaluating and reporting environmental parameters (i.e. ground water and landfill gas)

Irresponsible solid waste disposal

Environmental Public Health staff also responds to complaints from the public about illegal solid waste disposal practices, investigate these complaints, and work with other state and local agencies to assure proper clean-up of the site.

Filing a Solid Waste Complaint:

To file a household garbage (i.e. food waste) complaint, please contact Clark County Environmental Public Health at (360)397-8083 or report a public health complaint through the internet by completing and sending an electronic complaint form.

To file a junk nuisance (i.e. junk, debris, auto hulk, inoperable vehicle, etc.) complaint within Vancouver city limits, please contact City of Vancouver Code Enforcement at (360)487-7810. City of Vancouver Code Enforcement is located at 4400 NE 77th Avenue, Vancouver WA 98661. A complaint may also be filed with City of Vancouver Code Enforcement via the internet.

To file a junk nuisance (i.e. junk, debris, auto hulk, inoperable vehicle, etc.) complaint outside Vancouver city limits, please contact Clark County Code Enforcement at (360397-2375 ext. 4184. Clark County Code Enforcement is located at 1300 Franklin Street, third floor, Vancouver WA 98660. A complaint may also be filed with Clark County Code Enforcement via the internet.
