1.  What programs do you offer?

Housing Rehabilitation Loan Program

The Housing Rehabilitation Loan Program makes low interest home loans available to owners who meet the income eligibility guidelines. The program assists homeowners in making repairs to their single family residence.

Weatherization Program

Weatherization is provided through a grant program funded by the Bonneville Power Administration, Clark Public Utilities, Department of Energy, Department of Health and Human Services, and Washington State Energy Match Maker that benefits homeowners, landlords and tenants. Primary focus is to install cost effective measures for energy conservation and address health and safety concerns.

2. What work can be done through your program?

Housing Rehabilitation Loan Program

General home repairs designed to maintain the existing house in a decent, safe and sanitary living condition. Eligible activities include repairs necessary to meet the housing quality standards or applicable building codes, handicap accessibility measures and health and safety housing improvements.

Weatherization Program

  • Install insulation in attics, walls, and floors and on water heater and water pipes.
  • To provide for health and safety of client by using diagnostic testing equipment on each unit including testing furnaces and combustion appliances.
  • Providing ventilation fans to improve indoor air quality.
  • Install weather-stripping, caulking and repair of broken glass to control air infiltration.

3. How do I know if I am eligible?

Housing Rehabilitation Loan Program

The household income must be at or below 80 percent of the Area Median Income.
Median income tables are shown on the rehab pages of the web site.

Weatherization Program

The household income must be at or below 125% of the federally established poverty guidelines. That income table is shown on the weatherization web site pages.

4. Is there a cost to me for this program?

Housing Rehabilitation Loan Program

Yes, this is a program that lends money against available home equity.

Weatherization Program

There is no cost to a qualified homeowner and for renters we request a landlord contribution.

5. Are mobile homes eligible?

Housing Rehabilitation Loan Program

No.

Weatherization Program

Yes.

6. How do I get more information or application forms?

For either program, call the Department of Community Services at 397-2130 to discuss qualifications and details for either the Weatherization or the Housing Rehabilitation Program.
