The Clark County Mosquito Control District was formed in 1982 by general election. The Revised Code of Washington (RCW) chapter 17.28 provides the authority for mosquito control districts in Washington state, and outlines their formation.

Mosquito Control Oversight
A Board of Trustees oversees the work of the mosquito control district. The board is composed of one member from each city in Clark County and three members appointed by the Clark County Commissioners for the county at large. The board establishes the mosquito control policy, prepares and approves district expenditures, and contracts for services. Operational activities are contracted with Clark County Health Department, which administers the program.

Mosquito Control Operations
Field operations are conducted by an eight-man crew that works seasonally, March-October, when mosquitoes are actively breeding (and biting). Though these employees are temporary, the crew has worked together no less than five (and some as long as 20!) years. This stability has provided consistent, high quality mosquito control services.
The crew implements an Integrated Pest Management (IPM) program, and is proficient in using a variety of equipment to control mosquitoes. Treatment methods in Clark County include larvicide applied by helicopter and broadcast from trucks, all-terrain vehicles, amphibious vehicles, and on foot from backpack applicators.
Mosquito Control Policy
The Board of Trustees has adopted a control policy that strives to use organic control methods. A great deal of progress has been made to use control agents that are specific to mosquitoes. A copy of the complete policy is available upon request to the administrative office.
