Board to hear recommendations, take action on equestrian plan

Vancouver, WA – A proposed plan outlining policies to recognize and support the local equestrian community will be the subject of a public hearing before the Board of County Commissioners on Tuesday, Oct. 9.

The public hearing will be at 10 a.m. in the sixth-floor hearing room of the Public Service Center, 1300 Franklin St.

The proposal, recommended by the Planning Commission in May, is the result of community outreach and work by the Equestrian Advisory Group, established in late 2009. Approximately 5 percent of Clark County households own horses, for an estimated 29,000 horses countywide.

Among the plan’s proposals are:

• Adding an element to the Comprehensive Growth Management Plan to recognize and encourage the cultural and economic contributions of the equestrian community.
• Amending county code to allow shared equestrian facilities on remainder lots in residential clusters.
• Adopting a voluntary zoning overlay to preserve equestrian activities, including facilities and access to trails.
• Encouraging horse owners to use best practices for animals, neighbors and the environment.
