County Fleet Audit Follow-Up: Without Support, Don’t Expect Progress
Vancouver, WA — A follow-up report from the Clark County Auditor’s Office shows mixed results regarding more than two dozen recommendations made in recent Fleet Audits regarding the management of the county’s vehicle fleet.
The report, which combined two related audits into one review, indicated measured steps forward where the Fleet Manager and Public Works Director had capacity to act and little-to-no movement in areas requiring executive action.
The first audit was completed over a year and a half ago. When the second audit was released in May 2013, it included a warning that, “Fundamental changes needed…would require the involvement and support of the Board of County Commissioners.” The results of the audit follow-up bear this out.
The two audits made 27 recommendations in areas ranging from vehicle purchase procedures and vehicle types to operations and fleet efficiency. According to the follow-up report, the fleet manager has made progress within areas he controls, but efforts to develop a vision or roadmap to a cost-effective, fuel-efficient and sustainable fleet has stalled for lack of participation by the commissioners.
“We are impressed with the progress made by the Fleet Manager; he has a professional and customer focused approach,” Auditor Greg Kimsey said. “However, I am disappointed that the Board of County Commissioners has not acted on our recommendation that it provide strategic direction or long term goals for this program. This is an opportunity to set policy that ensures the county’s fleet is being managed in a more efficient and effective manner.”
