Three Creeks Special Planning Area

The Three Creeks Special Planning Area was established by the Board of Clark County Commissioners with the adoption of the September 25, 2007 Comprehensive Plan.

The commissioners appointed the Three Creeks Advisory Council to assist with sub-area transportation plans, land use plans and related matters in the unincorporated urban areas around Hazel Dell, Felida, Lake Shore, Salmon Creek and the fairgrounds. The Council met for the last time on November 8, 2012. The plans and related historical information will remain on this page for your reference. Sub area plans

The county has reviewed a new type of zoning code for each sub-area plan. This zoning code (generally referred to as a “form-based” code), emphasizes the future built environment as opposed to traditional zoning codes that segregate uses. • Highway 99 Subarea Plan (Area 1) - Adopted by the commissioners on December 16, 2008. Three Creeks Advisory Council will assist with implementation projects.
• Discovery/Fairgrounds Subarea Plan (Area 2) - Project began spring 2009. Final BOCC hearing scheduled for Tuesday, December 11, 2012.
• Salmon Creek/University District Subarea Plan (Area 3) - Project began spring 2009 Final BOCC hearing scheduled for Tuesday, December 11, 2012.
• Pleasant Highlands Subarea Plan (Area 4) - Project began April 2012.
