2014 property assessment notices going to owners late this week

Vancouver, WA – The Assessor’s Office is mailing 2014 Notice of Value statements to Clark County property owners late this week. The notices reflect market values as of Jan. 1, 2014, as required by Washington state law.

If local property owners do not receive their notices by Wednesday, June 4, please contact the Assessor’s Office at (360) 397-2391.

Property owners have 60 days from the date on their notices to appeal property values to the Board of Equalization. Forms and details are available at www.clark.wa.gov/board-of-equalization/documents.html.

For the first time since becoming an annual assessment county in 1990, notices will be in the mail before the state’s May 31 legal deadline, said Assessor Peter Van Nortwick. He said his staff has worked hard to reduce the time needed to update property assessments and make the information available.

Based on county records, Van Nortwick also said:

• Housing prices continue to increase. On average, home values have returned to their 2005-2006 levels, but are still below 2007 values seen at top market.
• Distressed property sales continue to decline. In 2013, distressed sales made up 18 percent of all home sales, down from 27 percent in 2012.
• Inventory of available homes appears to be stabilizing after dropping for the past three years. Now, a home in Clark County takes an average of five months to sell, which indicates an active market.
• The number of new construction permits so far this year outpaces construction permits for all of 2013.
