Operations and Maintenance

Operations and Maintenance provides many nuts-and-bolts services to ensure that county infrastructure is in good working order and conditions are safe for county residents which is our number one goal.

Tall weeds along the roadway obscure oncoming traffic? Potholes wreak havoc on your car? Unsightly litter accumulates by the road’s edge? Motorists travel at unsafe speeds on rural roads? We can help.  Please fill out our road maintenance service request or call us at (360) 397-2446.

  • Clark County-City of Vancouver over-legal permits are now issued at the Clark County Public Service Center

    Recycling

    • How do I find information on recycling programs: 
    • If you’re interested in special waste collection days for unwanted household hazardous waste or would like other recycling information, please contact Solid Waste at (360) 397-6118 x 4352 

    Who do I call for roadway hazards?

    • Obstacles in travel lanes: Debris in the road such as broken tree limbs or debris fallen from vehicles, please call our office at (360) 397-2446

    Deceased animals:

    • For non-domestic animal, please call our office at (360) 397-2446. For domestic animal such as a dog or cat, please call Clark County Animal Control at (360) 397-2375.

    Pot holes in roadway:

    Storm drain lids missing:

    • Please call our office at (360) 397-2446

    Snow plowing 

    • will occur on major arterial roads to allow safe travel for citizens and emergency vehicles.

    Water over roadways:

    • If there is water over the roadway due to a plugged storm drain or storm event, please call our office at (360) 397-2446.

    Vegetation:

    If it is causing a sight distance issue or if the vegetation is covering signs, please call (360) 397-2446 or please enter a road manitenance service request

    Overlegal Permits:

    • Information for Overlegal vehicle permits for weight, length, width and height. Please contact Diana Hintz in Community Development at (360) 397- 2434 or for more information visit: www.clark.wa.gov/commdev/permit/overlegal.htm

    Litter pick information:

    • Due to budget cuts and staff reductions both in maintenance staff and offender crews, our ability to respond to picking up litter along county roadways is limited. Please contact our office at (360) 397-2446 or complete a service request

    Roadside mowing information:

    • Due to budget cuts and reduction of both staff and equipment, we are limited to the amount of mowing our agency can do. We will focus on arterials and collector roads and prioritize any safety or sight distance issues as the situation dictates. 

    Sidewalk Issues:

    • The adjacent property owner is responsible for any sidewalk that fronts their property. If the sidewalk is adjacent to county property we will create a work order and add it to our list to repair. 

    Hazardous trees in the right-of-way:

    • We will create a service request and dispatch employee(s) to evaluate the situation. If this is determined to be a threat we will place it on our ongoing maintenance list.

    Sweeping Program:

    • Due to budget cuts, Clark County had to eliminate a sweeper from the fleet. This will equate to a 30% reduction of service in the neighborhood sweeping program.
    • The arterial swing shift service level will remain. The main identified arterials are targeted for once a month, weather permitting.
    • With the reduction of service in the neighborhood sweeping program, we are currently redefining our sweeping routes.

      Our Operations and Maintenance division is comprised of six separate programs that are here to serve you:

    Road Operations

    • Maintenance of the county's right-of-way and drainage systems
    • Shoulder maintenance
    • Roadway maintenance
    • Drainage maintenance
    • Bridge maintenance
    • Traffic control
    • Snow and ice control
    • Street cleaning
    • Vegetation maintenance
    • Litter control

    Parks & Campus Maintenance

    • Maintains county parks and open spaces
    • Maintains grounds surrounding the downtown county buildings.
    • Mowing, turf maintenance, planting, chemical applications, and irrigation

    Safety Program

    • Coordinates all safety training for Operations Division employees.

    Road Enforcement Deputies

    Provide services that ensure public safety and help maintain road pavement standards.

    These include:
    • Commercial vehicle enforcement
    • Traffic control
    • Speed enforcement
    • Other related activities

    • Management and maintenance of the county's fleet of vehicles and equipment and six inventory stores:

    Wastewater Treatment Plant

    Charged with the operation and maintenance of the county's Salmon Creek Wastewater Treatment Plant, pump station, and regional interceptor lines.
