The Washington State Growth Management Act requires each county to develop criteria that “assure the conservation of agriculture, forest and mineral resource lands.” One way to conserve agricultural lands is through a management technique known as the transfer of development rights (TDR). The Board of Clark County Commissioners is researching the possibility of a TDR program for Clark County.
The basic idea of a TDR program is a land owner could sell their development rights for use on other property. This would allow the purchaser of the development rights to develop at a higher density. This sale transaction assists in both the conservation of Ag or farm land and allows density to be transferred to more appropriate development sites. The Board of Clark County Commissioners will accept public comment on the TDR concept at a hearing on November 6. The hearing will be held at 10 a.m. in the sixth-floor hearing room at the Public Service Center, 1300 Franklin St., Vancouver. If you are unable to attend, you may also submit written comments by:
