Stormwater Capital Improvement Program (SCIP)

The sun sets over the Carrie Otter Wetlands on NE 29 Avenue north of NE 199 Street. The stormwater facility was completed in 2006.

Potential stormwater capital improvement projects identified through the Stormwater Needs Assessment Program (SNAP) are submitted for consideration in the Stormwater Capital Improvement Program (SCIP).

The SCIP then prioritizes projects to effectively manage stormwater. The process reflects coordination with the county’s transportation improvement program, ongoing maintenance activities, and public input.

Projects may include construction of water quality treatment facilities, stream bank restoration projects, regional flow control facilities, and retrofitting of existing stormwater facilities to improve water quality.

The Clark County's Stormwater Capital Improvement Program Involvement Team (SCIPIT) is an advisory group composed of public agencies, community representatives, and county staff that helps guide the Stormwater Capital Improvement Program.

The SCIPIT is formed approximately every two years to help identify projects, develop evaluation criteria, and prioritize projects. The SCIPIT met in 2006 and will reconvene in 2008 to update capital project priorities.
