Clark County is required to update the Stormwater Management Program Plan (SWMP) which outlines what actions will be taken to meet requirements of a NPDES phase 1 municipal stormwater permit issued in February 2007.
Clark County residents provided feedback on local stormwater management practices described in the stormwater management program plan (SWMP). While the comment period was brief for the 2008 update, another update of the SWMP will be made for March 2009 and each year after that.
The final SWMP was submitted to the Department of Ecology on March 31, 2008.
Background information on Clark County's stormwater permit
Identical permits were also issued for for the cities of Seattle and Tacoma, and King, Pierce and Snohomish counties. This permit replaces a permit originally issued in 1999.

The new permit expands county stormwater management requirements over the next one to two years and includes stronger rules for development projects, building projects to reduce stormwater impacts on streams, increased stormwater facility maintenance, and expanded education and outreach.
The new Ecology NPDES permit limits the ability of permittees to tailor their programs to local needs and priorities. Input from the public can help identifying priority activities that go beyond permit requirements or additional tools to meet permit requirements. Comments on how to make the SWMP report more accessible and valuable as a source of information about the program are also encouraged.
Clark County, along with other jurisdictions, has appealed certain portions of the Ecology permit. However, work to meet all compliance requirements must continue during the appeal process.
The county formed a Stakeholder Advisory Group and a related technical group specifically to help revise existing county stormwater ordinances, and help develop new code language to support future low impact development. The Clean Water Commission, appointed by the Board of Clark County Commissioners, will provide public oversight for the entire stormwater program update.
