The Stormwater Needs Assessment Program (SNAP) is a five-year effort to systematically assess and describe stream and storm drainage conditions in Clark County stream basins. The program assesses watershed resources, identifies stormwater-related issues and opportunities, and recommends specific projects or actions to help protect water quality through improved stormwater management.

The purpose of the program is to identify sites for potential stormwater or streamside restoration projects, update inventories of the county storm sewer system, screen and identify sources of pollution, and note areas of severe erosion.
Stormwater and habitat projects identified by the assessments are evaluated for potential funding and construction by the county's Stormwater Capital Improvement Program.
Ten to fifteen stream basins with existing county roads and storm drainage systems will be assessed each year, allowing the program to complete review of all targeted basins by the end of 2011.
Areas scheduled for stormwater needs assessments in 2008 include: lower Salmon Creek and several tributaries in the lower Salmon Creek watershed, unincorporated areas of lower Burnt Bridge Creek, and a number of subwatersheds throughout the East Fork Lewis River watershed. The Vancouver Lake and Lake River subwatersheds will also be assessed. See the map link below for names of specific subwatersheds scheduled for 2008.
