Project Summary

One property owner, represented by Wollam Development, is requesting the removal from the urban holding overlay on the comprehensive plan and zoning maps for three properties, totaling 40-acres, near the I-5 and 179th St. Interchange.  The urban holding removal is associated with a development agreement that will be required to be approved concurrently with any comprehensive plan and zoning map amendments.

The property currently has the urban holding overlay designations placed on the property due to the lack of urban infrastructure.  This change would allow urban development to occur. This is phase 4 of the process to remove a portion of the urban holding overlay in this area.

Wollam development proposes to develop the property pursuant to a Master Plan. The Comprehensive Plan designates these 40-acres as Urban Medium Density Residential with Residential-12 (R-12) zoning.  The proposed development of the properties would include 315 single family homes.

Phase 1 of Urban Holding Overlay removal (CPZ2018-00015)

Phase 1 of the Urban Holding Overlay removal in this area was approved by Clark County Council on December 18, 2018 and adopted on February 12, 2019.  Phase 1 Urban Holding Removal included 40 acres north of NE 179th St. and east of NE 10th Ave.  The 40 acres is designated as Mixed Use in the Comprehensive Growth Management Plan, with associated Mixed Use zoning. 

Phase 2 of Urban Holding Overlay removal (CPZ2018-00021)

Phase 2 of the Urban Holding Overlay removal in this area is scheduled for a public hearing by Clark County Council on Tuesday, July 16, 2019.  Phase 2 Urban Holding Removal, Holt Homes, includes 143 acres north of NE 179th St. and west of NE 50th Ave.  The 143 acres is designated as Urban Low Density Residential in the Comprehensive Growth Management Plan, with associated R1-7.5 zoning.

Phase 3 of Urban Holding Overlay removal (CPZ2019-00023)

Phase 3 (Hinton) of the Urban Holding Overlay removal in this area is scheduled for a public hearing by Clark County Planning Commission on Thursday, July 18, 2019.  Phase 3 Urban Holding Removal, Hinton Development, includes 32 acres south of NE 179th St. and west of NE 50th Ave.  The 32 acres is designated as Urban Low Density Residential in the Comprehensive Growth Management Plan, with associated R1-10 zoning.
