New documents to contain growth plan elements for public hearings

Proposed changes to code and policies, other information to appear on website

Vancouver, WA – County planners and consultants are busy preparing documents to support the proposed update to the Comprehensive Growth Management Plan due to state officials in final form by June 30.

The documents will include a final supplemental environmental impact statement, proposed capital facilities plan, proposed changes to county code and updates to policy statements.

Planning Director Oliver Orjiako said materials are being provided for Planning Commission review and posted online at www.clark.wa.gov/community-planning/plan-adoption as they become available. The same items will be forwarded to the Board of County Councilors for work sessions and public hearings beginning in May.

Proposals appearing online include:

  • Changes to implement the “preferred alternative” recently approved by the county councilors. For example, minimum lot sizes would be reduced from 20 to 10 acres in agricultural zones and from 40 to 20 acres in forestry zones.
  • Updating the arterial atlas to reflect transportation projects completed.
  • Allowing residential cluster developments in agricultural and forestry zones.
  • Adding a policy statement and strategies to reflect the county sustainability policy adopted in 2007.
  • Adding policy statements to reflect the Bicycle and Pedestrian Master Plan adopted in 2010.
  • Adding policy statements and strategies to implement the 2012 Aging Readiness Plan and Growing Healthier Report; and
  • Updating the Historical, Archaeological and Cultural Preservation Element.
