Clark County Elections, 1408 Franklin St., Vancouver, will be open 10 a.m. to 2 p.m. Saturday, Nov. 5, to allow voters to pick up replacement ballots and/or take care of any election-related business prior to Tuesday's general election.

For example, if a registered voter has not received a ballot, he or she should contact Elections in person or by calling (360) 397-2345. If a voter recently moved and did not notify Elections with a change of address notice, the ballot will be returned as undeliverable. Ballots cannot be forwarded in the mail.

Starting Wednesday, Nov. 2, a voter may download a replacement ballot at clarkvotes.org. The voter must print the ballot and return it following instructions included in the download. Follow Need a Replacement Ballot? to get started.

To be counted, ballots must be postmarked on or before Tuesday, Nov. 8, or received in the Elections office or drop sites by 8 p.m., Nov. 8.

On Friday, Nov. 4, Elections officials and representatives of the Democratic and Republican parties will randomly select six batches of mailed-in ballots. Results of the approximately 600 ballots will be counted in the total returns late Tuesday, but their presidential race results also will be counted by hand Thursday, Nov. 10, as a check to prove the accuracy of the ballot tabulation equipment. The ballots will be kept under tight security and the watchful eyes of election observers.

Beginning at 7:30 a.m., Thursday, Nov. 10, the results of the hand count will be compared with the six batches' machine results.

The procedure was recommended by Washington Secretary of State's Office, and will become standard procedure in Clark County.
