Council urges county residents to complete freeway value pricing feasibility survey

Vancouver, Wash. – The Clark County Council urges county residents to complete an online survey about the possibility of Oregon applying a toll on Interstate 5 and Interstate 205 to ease congestion in the Portland area.

The Oregon Department of Transportation is conducting the Portland Area Value Pricing Feasibility Analysis and hosting an online open house through Monday, Feb. 5.

“The public’s review and input on value pricing options will be essential to help fully evaluate the option that is the best fit for our region,” the transportation department states on its website, www.oregon.gov/ODOT/Pages/Value-Pricing.aspx.

Oregon’s House Bill 2017, known as Keep Oregon Moving, directs the Oregon Transportation Commission to develop a proposal for value pricing on I-5 and I-205 from the state line to the junction of the two freeways just south of Tualatin. The Oregon Legislature directed the commission to seek approval from the Federal Highway Administration no later than Dec. 31, 2018. If the highway administration approves, the commission is required to implement value pricing.

Value pricing, also called congestion pricing, is a user fee system in which a higher price is set for driving on a specific road during more congested times of the day.
