Request approval authorizing the County Manager to sign and accept an Interagency Agreement between the Battle Ground School District and Clark County for reimbursement of funds associated with the deployment of a School Resource Office for a term commencing August 16, 2025 to August 15, 2026.
     
  16. Request approval authorizing the County Manager to sign and accept a grant from Washington State Parks & Recreation Commission and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  17. Request approval authorizing the County Manager to sign and accept the 2025-2026 Officer Wellness Grant from the Washington State Criminal Justice Training Commission and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  18. Request approval authorizing the County Manager to sign and accept a grant from the Washington Department of Commerce, supported by the Edward Byrne Memorial Justice Assistance Grant program. The funds will be used for the Sheriff’s Office “Building Relationships and Inspiring Development for Greater Exchange” programs; and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental and 2026 Annual Budget Process.
     
  19. Request approval to move $30,000 from the 2025 services budget line to the 2025 capital budget line to cover capital purchases made throughout the year.

Separate Business:

  1. Request approval authorizing Community Services to amend existing contract number 2022-BHH-09 with the Vancouver Housing Authority to reallocate remaining funds from the 2023 Substitute House Bill 1406 funding for the St. Helens, Crown Villa, and Arbor Ridge/Arbor Creek/Mill Creek rehab project to the Weaver Creek Commons project and authorize the County Manager to sign the contract modification upon approval as to form by the Prosecuting Attorney’s office.
     
  2. Request approval for the County Manager to develop and sign an interlocal funding agreement between Clark County and Vancouver Housing Authority to provide gap funding to support Weaver Creek Commons.
     
  3. Request approval authorizing the County Manager to sign a five-year contract and any future amendments with Keefe Commissary Network, LLC for Inmate Commissary Services. Recognize the need for additional expense and revenue authority during the next scheduled 2025 supplemental process.
     
  4. Request approval authorizing the County Manager to execute Supplemental Agreement No. 3 with Otak, Inc. (Agreement No. SCN00001516) to extend the contract end date to December 31, 2027, and increase the total contract amount by $108,435.79.
     
  5. Request approval authorizing the County Manager to execute a Memorandum of Agreement between Clark County and the Federal Bureau of Investigation concerning the Firearms Range at the former Camp Bonneville Military Reservation.
     
  6. Request approval authorizing the County Manager to sign and accept the 2025 Project Safe Neighborhoods Grant from the Washington Association of Sheriffs & Police Chiefs, approve the sole source purchase agreement and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  7. Request approval to reallocate existing staffing resources to align with the $223,543 revenue stream from Carelon.

  10. Request approval to utilize grant funding from the Human Resources and Services Administration (HRSA) to support a .5 FTE project position for two years, from October 1, 2025 through September 29, 2027.

Separate Business:

  1. Request approval of Elections’ Capital Asset Replacement and Acquisition (CARA) fee. Also, request preapproval of 2025 updated revenue and ongoing charges relating to the Elections’ Capital Asset Replacement and Acquisition services to the County and other jurisdictions. This change financially impacts the revenue the Auditor’s Office anticipates receiving for these services as well as the ongoing transfer increase from the County’s General Fund.
     
  2. Request approval of modifications to the Clark County Commission on Aging’s bylaws.
     
  3. Request approval of Resolution 2025-08-03 to adopt, when eligible, a councilmanic 0.1 percent sales and use tax for a broad range of public safety purposes
     
  4. Request approval authorizing the County Manager to negotiate and sign an interlocal funding agreement between Clark County and Vancouver Housing Authority to provide gap funding to support Weaver Creek Commons. ITEM PULLED
     
  5. Request approval to utilize the Public Health Department fund balance of $190,000 for modification to the existing Department space. This will facilitate the transition of Harm Reduction Clinical Services from a non-County owned location to the Center for Community Health.
     
  6. Request approval of an agreement for Transfer of Ownership and Termination of License and Access Agreement with PacifiCorp regarding the completion of an accessible fishing platform constructed at the County’s Haapa boat launch park.
     
  7. Request approval authorizing the County Manager to sign a grant agreement with the Washington State Department of Ecology for a total of $356,989 to develop a Community-Based Private-Public Partnership (CBP3) Bioretention Facility Maintenance program.
     
  8. Request approval of proposed adjustments to the Parks and Nature 2025 Capital Budget.
     
  9. Request approval of the creation of a capital project and resolution 2025-08-04 authorizing the County Manager to execute a purchase and sale deed and other necessary closing documents to acquire 96 acres along the East Fork Lewis River near Lewisville Regional Park.   
     
  10. Request approval of sole source resolution 2025-08-05 to implement Eurasian Milfoil treatment services at Vancouver Lake.

  7. Request approval for grant acceptance and use of existing budget capacity in the General Fund and a grant agreement between Washington State Department of Ecology Solid Waste Management Community Litter Cleanup Program and Clark County District Court Community Restitution, Mabry Center. The grant period is from July 1, 2025 to June 30, 2027 for a total amount up to $176,000. This is a net neutral grant for services provided.
     
  8. Request approval authorizing the County Manager to sign Quote Q-19277 with TMA Systems iService Desk for the annual hosting services and licenses related to the work order system used by the Facilities Department, for a period of five years. Also, request preauthorization to allocate new ongoing expense and revenue budget for the requested financial impacts pertaining to the increase in the contract amount.
     
  9. Request approval to repurpose $35,000 of existing expense and revenue budget in Fund 5193: Major Maintenance from the Courthouse Entry Locks project to replace a failed irrigation well pump located at the Clark County Courthouse.
     
  10. Request approval to repurpose salary savings previously approved for signing incentive bonuses to use for the purchase of Lexipol’s Corrections Policy Manual and Daily Training Bulletin service.
     
  11. Request approval of Resolution 2025-07-04 for a temporary road closure of Northeast Caples Road between approximately 225 feet east of State Route 503 and approximately 265 feet north of Northeast 154th Street for the Brush Prairie Car Show, on August 16, 2025, for a period not to exceed five hours.
     
  12. Request approval authorizing the County Manager to sign a grant agreement with the Lower Columbia Rish Recovery Board for a total of $144,840 to install improved filter cartridges for stormwater phosphorous removal.
     
  13. Request approval to enter into an interlocal agreement with the Washington State Department of Ecology for the Pollution Prevention Assistance Program (previously known as Local Source Control). This is ongoing grant revenue included in our approved budget. In addition, request approval authorizing the County Manager to sign the interlocal agreement, amendments, and other contracts related to this grant.

Separate Business:

  1. Request approval of a contract with ECOnorthwest in the amount of $155,003 for consulting services related to the Agricultural Resource Lands Study as part of the periodic review of the Comprehensive Plan.

  2. Request approval authorizing the County Manager to sign an interlocal agreement allocating $2.1 million of Mental Health Sales Tax funds to the City of Vancouver to support capital costs related to the construction of a congregate shelter facility.

  3. Request approval of a contract with LRS Architects, Inc., to provide architectural and engineering services for the Fairgrounds Master Plan project, including but not limited to the Event Center Administration Building Expansion Project. Also request approval authorizing the County Manager to sign the contract and any resulting amendments.
