Local expert to chart county’s long-term technology future, services

Vancouver, WA – Sam Kim, a technology consultant and former Hewlett-Packard Co. employee, will join Clark County as chief information officer and director of information technology, County Manager Mark McCauley announced Friday. Kim, a Brush Prairie resident, will guide development and implementation of short- and long-range plans for the purchase and use of technology to improve job performance and enhance delivery of county services and information to the public. “I am thrilled that Sam is joining our high-performing management team,” McCauley said. “His official start-date is July 6, but he already is learning as much as he can about the county’s IT challenges and capabilities.” Most recently, Kim has served as an IT organizational consultant to the Clark County School District in Las Vegas, Nev. For five years, he served in numerous technology leadership roles for Las Vegas-based Caesars Entertainment Corp., managing a budget of $1.2 billion for properties worldwide. From 1990 to 2009, Kim held various positions at Hewlett-Packard’s Vancouver site. He rose from an information technology engineer to director of worldwide product development. Kim currently is studying for a doctoral degree in Workforce Development and Organizational Leadership at the University of Nevada, Las Vegas. He earned a Master of Science in Engineering in Management of Technology at the Wharton School of the University of Pennsylvania and a Master of Business Administration and Bachelor of Science in Chemical Engineering at the University of Washington. He served as a communications officer in the U.S. Navy and later as a civilian information technology director at Naval Station Puget Sound in Bremerton. Kim was a Battle Ground School Board member from 1995 to 2011. He has served as president of the Greater Brush Prairie Neighborhood Association and a commissioned Reserve Deputy with the Clark County Sheriff’s Office.
