Approval authorizing the County Manager to sign a service agreement, supplemental agreements and if necessary, extending the duration of the agreement and increasing the original contract amount by up to 10 percent with MacKay & Sposito, Inc. for Engineering Design Services on the NE Ward Road and NE Davis Road Intersection Improvement project for a total not to exceed $781,702.88.
     
  2. Approval authorizing the County Manager to award the 2024 Joint Agency Slurry Seal project, (PRJ0002860) and execute any extension on behalf of Clark County. Further, authorize the County Manager, or their assigned delegate, to execute any change order on behalf of Clark County.

       -Brent Marsden appointed to the Climate Project Community Advisory Group, effective Feb. 1, 2024 until project completion (approximately one year).
       -Yvonne Gee appointed to the Clark County Arts Commission, effective Jan. 1, 2024 to Dec. 31, 2027. 
     
  3. Approval of the Historic Preservation’s recommendation to fund a project for $1,563.00 for the 2024 Historical Promotions Grant program. This is in addition to the projects that were previously approved in November 2023 and will increase the total amount for 2024 to $37,572.17.
     
  4. Approval for grant acceptance and to use existing budget capacity in the General Fund on net neutral funding from the Administrative Office of the Courts (AOC) in the amount of $250,000 in support of the GPS with Victim Notification Program for the Probation Pretrial Services Divisions until budget appropriation can be formally adopted during the 2024 Fall Budget Supplemental. The funding from AOC is available for the period of January 1, 2024 to June 30, 2024 in the form of a reimbursement grant.
     
  5. Approval of a Memorandum of Understanding between Clark County and the Clark County Sheriff’s Administrator’s Association detailing the terms and conditions regarding realignment of salary schedules to address compensation.
     
  6. Approval to repurpose $47,000 of existing expense budget in Fund 1003: Event Center 2024 budget to pay for capital needs in 2024.
     
  7. Approval authorizing the County Manager to sign Amendment No. 1 for the Inmate Medical Services Contract with Wellpath, LLC, and any additional amendments or extensions.
     
  8. Approval authorizing the County Manager to sign an Interlocal Agreement with Hockinson School District for the Hockinson Elementary School Flashers and Crosswalk project; PRJ0002438.
     
  9. Approval authorizing the County Manager to sign the Law Enforcement ISO Claimsearch Access Memorandum of Understanding.

Separate Business:

  1. Approval to enter into separate Interlocal Agreements with the City of Ridgefield, City of La Center, and Town of Yacolt to define the roles and responsibilities for annual Household Hazardous Waste collection events. Also, request approval authorizing the County Manager to sign the resulting agreement and any amendments.
     
  2. Approval authorizing the County Manager to sign an Agreement in Principle with Columbia Resource Company and the City of Vancouver for services related to solid waste and recycling services (transfer, transport, disposal), and regional solid waste system capital improvements.
     
  3. Approval of the updated Legacy Lands Guidance Manual and to formally appoint the Parks Advisory Board as the evaluation and site selection committee for the Legacy Lands program.
     
  4. Approval authorizing the County Manager to execute a Memorandum of Agreement – Appendix A to the Interagency Agreement between Clark County and Washington State University Extension for January 2024 – December 2024.
     
  5. Approval to create a capital project and authorize the County Manager to execute a Purchase and Sale agreement and sign a Warranty Deed and other necessary closing documents to acquire 4.7 acres located at 10206 NE 50th Avenue.
