  5. Request approval to enter into a HB2015 Public Safety Grant contract with the Washington State Criminal Justice Training Commission for funding established under RCW 43.101.540, the ESHB 2015 Public Safety Funding Program. Also, request approval authorizing the County Manager to sign any resulting agreements or amendments. Total grant amount is up to $4,997,696.

  6.  Request approval to reduce the revolving petty cash fund from $1,400 to $1,200

  7. Request preapproval of a one-time $7,000 allocation from the General Fund to fund policy priorities facilitation services for the County Council. 

  8. Request approval for grant acceptance and use of existing budget capacity in the General Fund for a reimbursement grant of $3,500 from the Administrative Office of the Courts. This grant supports District Court Probation Services to extend supplies and staff training for Domestic Violence Moral Reconation Therapy classes, supplies, and facilitator training. District Court will follow up with a staff report to formally adopt the receipt of funds as budget appropriation during the 2026 Fall Budget Supplemental. The grant period is for July 1, 2026 to June 30, 2027

  9. Request approval for grant acceptance and use of existing budget capacity in the General Fund for a reimbursement grant of $8,000 from the Administrative Office of the Courts. This grant is intended for the implementation of the new case management system DIMS (Drug Court Information Management System) and staff training. District Court will follow up with a staff report to formally adopt the receipt of funds as budget appropriation during the 2026 Fall Budget Supplemental. The grant period is for July 1, 2026 to June 30, 2027

  10. Request approval for grant acceptance and use of existing budget capacity in the General Fund for the Administrative Office of the Courts grant in support of Therapeutic Courts. District Court also requests County Manager signature, following grant acceptance, as this grant supports two project positions. This is a net neutral reimbursement grant for $291,110 for State Fiscal Year 2027. This grant is a follow-up of the prior AOC State Fiscal Year 2026 grant (first granted via SR280-25). District Court will follow up with a request for formal budget appropriation in the 2026 Fall Supplemental and for the 2027 Budget

  11. Request approval to repurpose existing expense and revenue budget in Fund 5193: Major Maintenance from the Center for Community Health (CCH) – Gas Oven and Stove Replacement Project to be used for the replacement of an ice machine at CCH   

  12. Request approval authorizing the County Manager to sign the NASPO ValuePoint FMV Lease Agreement with Pitney Bowes, as well as any future amendments, for Pitney Bowes Postage and Mailroom Equipment and Software

  13. Request approval authorizing the County Manager to sign a three-year lease agreement and any resulting agreements with Coastal Community Action Program for space at the Center of Community Health, located at 1601 East Fourth Plain Boulevard, Building 17, Vancouver, Washington

  14. Request approval of Petty Cash funds and Premiums and Awards funds for the 2026 Clark County Fair

  15. Request approval of transfer for payment of 2026 Clark County Fair Entertainment and Immediate Payment Contracts

  16. Request approval to adopt a formal fund balance policy for Fund 1026: Exhibition Hall Dedicated Revenue Fund

  17. Request approval to accept an additional $500,000 from the Washington State Health Care Authority for FY 2026-2027, authorize the County Manager to sign the contract amendment and any related amendments, and acknowledge the need for a budget-neutral supplemental in the next 2026 supplemental cycle  

  18. Request approval to accept awarded grant funds from the Washington State Office of Public Defense per Chapter 10.101 RCW. Also, request approval authorizing the County Manager to sign the Interagency Agreement and any resulting amendments.  

  19. Request approval authorizing the County Manager to sign interlocal agreements and any future amendments with King and Pierce Counties for Neuropathology consultations on infant deaths and decedents with evidence of traumatic brain injury or neurological deficit diagnosis.  

  20. Request approval of a resolution for the temporary road closure of Northeast 112th Street between approximately 435 feet east of Northeast 11th Avenue to approximately 140 feet east of Northeast 12th Avenue, Northeast 110th Street between Northeast 11th Avenue and Northeast Stutz Road, Northeast Stutz Road between approximately 65 feet south of Northeast 110th Street to Northeast 112th Street, for a period not to exceed 75 days

  21. Request approval to carry forward and increase budget for a previously approved capital project to complete work on a new storage location to house the falling weight deflectometer at the 78th Street Operations Center.

Separate Business:

  1. Request approval of a Resolution to submit a proposition to the voters of Clark County (County) on the November 2026 general election, authorizing the issuance of general obligation bonds in a principal amount not to exceed 366,204,000. This proposition would allow Clark County to acquire, construct, remodel, and equip public safety and criminal justice infrastructure in Clark County, including the remodel and expansion of the Clark County Jail and courtrooms and a new or remodeled Sheriff’s Office Headquarters and levy annual excess property taxes on all taxable property within Clark County to pay the bonds. 

  2. Request approval of a Resolution to submit a proposition to the voters on the November 2026 general election to authorize a levy lid lift to provide revenue for public safety and criminal justice purposes. 

  3. Request approval to separate out the Veteran’s, Mental Health, and Developmental Disabilities Property Tax Levies from the General Fund Levy into their own separate levies. 

  4. Request approval authorizing the County Manager to sign amendments to the Public Defense Felony and District Court contracts for increased compensation, effective August 1, 2026. Also, request preapproval to allocate one-time funding from the General fund to support the contract increases. 

  5. Request approval authorizing the County Manager to execute a contract for consulting services with CLP Ventures, LLC, in the amount of $109,000. Also, authorize the County Manager to sign supplemental agreements, if necessary, extending the duration of the original agreement

  6. Request approval of additional budget and authorization for the County Manager to execute a contract for consultant services with Kittelson & Associates Inc. (SCN00004515), in the amount of $260,739.00 for the 2026 Systemic Safety Improvement Program (SSIP) and the Traffic Safety Management Program (TSMP) update. Also, authorize the County Manager to sign supplemental agreements, if necessary, extending the duration of the original agreement and increasing the contract amount by up to 10 percent

  7. Request approval authorizing the County Manager to sign a Professional Services Agreement (SCN00004476) with Design Workshop, Inc. for planning and outreach services to develop a comprehensive park plan (PRJ0004487). Presentation

  8. Request approval to budget the approved purchase (SR #067-26) of two mail sorting machines and execute an interfund loan to support the purchase, from the Real Estate Excise Tax 1 Fund to the Elections Fund
