  13. Request approval authorizing the County Manager to sign the 2026 Pacific Northwest Interagency Cooperative Intergovernmental Agreement for Grounds Equipment and Maintenance Services.

Separate Business:

  1. Request approval of the Water Service Boundary Adjustment between Clark Public Utility District #1 and the City of Vancouver
     
  2. Request approval authorizing the Council Manager to sign a two-year contract with Columbia River Economic Development Council (CREDC) for economic development services
     
  3. Request approval of Resolution 2026-01-02 that finds the County has met the eligibility requirements as outlined in House Bill 2015 Statutory Criteria and Requirements for Approval of Sales & Use Tax Authority
     
  4. Request approval of Resolution 2026-01-03 to impose a councilmanic 0.1 percent sales and use tax for housing and related services as authorized by RCW 82.14.530, including the construction and acquisition of affordable housing, constructing mental and behavioral health-related facilities, and funding the operations and maintenance costs of new units of affordable housing and facilities where housing-related programs are provided, or newly constructed evaluation and treatment centers.
     
  5. Request approval to allocate $2,900 from the General Fund for Microsoft email licenses for the Charter Review Commission.
     
  6. Request approval to allocate $20,000 from the General Fund to support the Charter Review Commission.
     
  7. Request approval of an interagency agreement between the State of Washington Department of Enterprise Services and Clark County. Also, request approval authorizing the County Manager to sign the agreement and any resulting amendments. The expected remuneration is $8,576.70.
     
  8. Request approval authorizing the County Manager to sign and execute the 2026 Public Defense Contracts, as listed in the staff report, and any future amendments. This was previously under Consent as item #11. Also, an amendment to the staff report was approved to reflect the correct compensation for the District Court contracts.

  23. Request approval of Resolution 2025-12-09 authorizing the County Manager to execute a Quitclaim Deed and Utility Easement between Clark County and the Washington State Department of Transportation.
     
  24. Request approval of Resolution 2025-12-10 for the temporary road closure of Northwest Bacon Road from 175 feet north of Northwest 80th Street to Northwest 85th Street, not to exceed 3 days.
     
  25. Request approval to transfer $110,000 from the 2025 Supplies appropriation to the 2025 Capital Outlay appropriation in Fund 5096 (Sheriff ER&R Fund) to support capital equipment purchases. Also, request approval to appropriate $15,000 in Fund 1017 (Narcotics Task Force) to support capital equipment purchase.

Separate Business:

  1. Request approval authorizing the County Manager to sign and execute a three-year contract with West Coast Code Consultant, Inc., and any resulting amendments. In addition, request approval of ongoing costs for commercial structural plan review services.
     
  2. Request approval authorizing the Council Manager to sign a two-year contract with Columbia River Economic Development Council (CREDC) for economic development services. Item pulled
     
  3. Request approval authorizing the County Manager to sign professional services consultant agreement (SCN00004042) with Otak, Inc. to provide survey and engineering design services for the 2022, 2023, and 2024 Preservation Guardrail/Bridge Rail projects (CRP333922/PRJ0002545; CRP342622/PRJ 0003184; CRP342722/PRJ0003185). Also, authorize the County Manager to sign supplemental agreements, if necessary, extending the duration of the original agreement and increasing the original contract amount by up to 10 percent.
     
  4. Request approval to create a capital project and authorize the County Manager to execute a purchase and sale agreement, and sign any related amendments, deed, and closing documents to acquire approximately 23.8 acres from the Welles Pederson/Pederson Living Trust (Parcel No. 144747000) along Lake River, south of Ridgefield.   Presentation
     
  5. Execute a Donation Agreement with the Fountain Village Estates Homeowners Association for donation of 0.88 acres known as Tract G and delegating the County Manager to sign all necessary closing documents.
     
  6. Approve a resolution authorizing the County Manager to execute a Purchase and Sale Agreement and a Quitclaim Deed for the transfer of tax parcel number 233275-000 to Craig R. Clabaugh and Debbie M. Clabaugh, Trustees under the Clabaugh Family Trust, dated November 13, 2006.
     
  7. Clark County Council to approve Clark County Public Works, Solid Waste and Recycling Division signing an escrow agreement, (which will allow viewing access only) with the City of Vancouver and Columbia Resource Company; further request approval for County Manger to sign the agreement and any resulting amendments.
