  4. Request approval authorizing the County Manager to sign a grant agreement, and any related amendments and agreements, with the State of Washington, Office of the Secretary of State, Division of Archives and Records Management
     
  5. Request approval authorizing the County Manager to sign an interagency agreement with the Washington State Department of Ecology for noxious weed control provided by the Washington Conservation Corps, at a cost not to exceed $89,320.
     
  6. Request approval to enter into a two-year grant agreement with the Washington State Department of Ecology known as the Local Solid Waste Financial Assistance grant for solid waste planning and implementation, July 1, 2025 to June 30, 2027. Also, request approval authorizing the County Manager to sign the resulting agreement and any future amendments.
     
  7. Request authorization to pre-order 21 vehicles for the 2026 replacements for the Sheriff’s Office fleet.
     
  8. Request approval of a resolution authorizing the County Manager to sign a Right-of-Way Dedication Deed to Clark County, being a portion of parcel number 181962-000.
     
  9. Request approval for organizational and position changes to support the transition of Solid Waste programs from Public Health to Public Works, effective October 1, 2025.

Separate Business:

  1. Request approval authorizing the County Manager to execute a Professional Services Contract, and any resulting amendments, with Evergreen Solutions LLC for the development of a Job Description Library
     
  2. Request approval authorizing the County Manager to sign a Conservation Covenant for the Hockinson Meadows Disc Golf Facility project mitigation property; PRJ405960.
     
  3. Request approval of a Professional Services Agreement with Maul Foster & Alongi, Inc. to complete Phase I and/or Phase II environmental site assessment at the three transfer station properties within Clark County, funded by Regional Solid Waste System funds. Also request approval authorizing the County Manager to sign the agreement and any resulting amendments. Expected remuneration up to or approximately $256,070
     
  4. Request approval of a resolution to support the submission of a grant application to the Washington State Department of Commerce to fund the Clark County Downpayment Assistance Program.

Request approval authorizing the County Manager to sign Amendments No. 1 to the two Interagency Agreements with Washington State Criminal Justice Training Commission for the full-time services of Corrections Officer Goetz and Leifsen. Recognize the need for a budget package during the 2026 Fall Budget Supplemental and 2027 Annual Budget processes.
     
  8. Request approval to accept funds awarded from the Washington State Criminal Justice Training Commission Officer Wellness grant to support corrections officers and staff in Clark County Jail. Also, request approval authorizing the County Manager to sign the grant contract and any resulting amendments. Recognize the need for a budget-neutral supplemental during the 2025 fall supplemental
     
  9. Request approval of Resolution 2025-09-05 for the temporary road closure of Northeast 159th Street from the intersection with Northeast 182nd Avenue to the Hockinson High School entrance on Northeast Parkinen Road for the Hockinson High School Homecoming Parade, on September 26, 2025, for a period not to exceed on hour.
     
  10. Request approval of Resolution 2025-09-06 for the temporary road closure of Northeast 115th Avenue between Northeast 104th Street and Northeast 105th Street to widen the roadway, not to exceed 30 days.
     
  11. Request approval of the Washington State County Road Administration Board State Rural Arterial Program Funding Agreement for the NE Allworth Road Rock Creek Crossing Improvements (NE Allworth Road at NE 209th Avenue) project; CRP353612.
     
  12. Request approval to amend the 2025 Roads Maintenance budget, by moving $12,490 from the controllables budget to the capital budget to facilitate the acquisition of two new ice machines.
     
  13. Request approval authorizing the County Manager to execute the Clark County BuyBoard National Purchasing Cooperative Interlocal Participation Agreement.
     
  14. Request approval authorizing the County Manager to sign an updated Washington State Department of Enterprise Services Master Contract Usage Agreement
     
  15. Request approval authorizing the County Manager to sign the Minnesota Multistate Contracting Alliance for Pharmacy Membership Application & Facility Agreement.

Separate Business:

  1. Request approval of proposed amendments to the Clark Communities Bicycle and Pedestrian Advisory Committee bylaws.
     
  2. Request approval of a resolution supporting the Clark County Arts Commission and festivals that provide benefits to the community.
     
  3. Request approval authorizing the County Manager to sign Amendment No. 2 with Mendoza Law, PLLC for public defense services in Clark County District Court. In addition, request preauthorization for additional expense authority from the General Fund for the increased cost included in this contract amendment.
     
  4. Request approval to delegate additional authority to the County Manager to approve invoices for Evansen & Associates exceeding $100,000 for the remainder of the 2025 contract year. Council’s preauthorization for additional expense authority from the General Fund for additional compensation for this contract up to $100,000.
     
  5. Request approval authorizing the County Manager to sign the public defense contract with Evergreen Law to provide felony legal defense services in Clark County Superior Court. In addition, request preauthorization for additional expense authority from the General Fund for the cost of this contract.
     
  6. Request approval authorizing the County Manager to sign Amendment No. 1 with Legal Counsel for Youth and Children for legal representation in Clark County Juvenile Court on dependency matters: 1) request preauthorization for additional expense authority from the General Fund for anticipated compensation under this contract and 2) request approval authorizing the County Manager to sign amendments under this contract for increased compensation. 
     
  7. Request approval of the Final Order of Vacation for a portion of Northeast 119th Street/I-205; PRJ00033343.
