Shoreline Master Program
The Shoreline Management Act (SMA) was enacted by the Legislature in 1971 and the county adopted a Shoreline Master Program (SMP) in 1974. The county last completed a comprehensive SMP update in 2012. The Growth Management Act states that the goals and policies of the SMA are considered a fourteenth goal for purposes of the Act and the comprehensive plan.
The Shoreline Master Program consists of three elements:
- Shoreline goals and policies are included in the Clark County Comprehensive Plan as Chapter 13.
- Shoreline use regulations are included in Clark County Code, Chapter 40.460.

2018 SMP Amendment
A process to amend the SMP chapter of the Clark County Code began in 2018. More information is available via the following links:
Response to Comments and Decision: The Dept. of Ecology will post a summary of comments received, Clark County response to comments, and a notice of the Dept. of Ecology decision when available.
2020 SMP Periodic Review
Clark County has a SMP periodic review due June 30, 2020. More information regarding this project and process is forthcoming.
