The Green Mountain School District Board of Directors has modified its capital facilities plan. The district is requesting that Clark County formally adopt the plan by reference in the 20-year Clark County Comprehensive Growth Management Plan and the recommended school impact fees.

CPZ2022-00006 Washougal School District Capital Facilities Plan 2022-2027

The Washougal School District Board of Directors has modified its capital facilities plan. The district is requesting that Clark County formally adopt the plan by reference in the 20-year Clark County Comprehensive Growth Management Plan and the recommended school impact fees.

CPZ 2022-00007 TIF Update and Capital Facility Plan Update

Clark County Public Works is requesting to amend the adopted traffic impact fee rate and amend the transportation costs in the adopted 2020 Capital Facilities Plan (CFP).

CPZ2022-00010 Critical Areas Ordinance update

The proposed amendments include combining the two codes into a single ordinance for streamlined administration and Best Available Science updates in consideration of current Washington Department of Fish and Wildlife Priority Habitat and Species Management Recommendations and Department of Ecology guidelines for wetlands. 

CPZ2022-00011 Flood Hazard Area Ordinance update

The update is a requirement of a Community Assistance Visit by the Department of Ecology in conjunction with the Federal Emergency Management Act (FEMA). The update is necessary for the county to retain its Community Rating and continue receiving reductions in flood insurance. Recertification of the county’s rating will take place in early 2023.

CPZ2022-00012 Shoreline Master Program Amendments

The proposed changes at this time are recommended to 1) align with updates to critical areas code in other chapters of Title 40, 2) address inconsistencies between the county shoreline code and Shoreline Management Act as discovered by staff during implementation, and 3) to incorporate updated information.

CPZ 2022-00013 Arterial Atlas Amendment-NE 176th Street

This proposal seeks to amend the Arterial Atlas, by removing NE 176th Street. Three Creeks Investors LLC are request that the section of NE 176th Street between NE Union Rd and NE 15th Ave on the Clark County Arterial Atlas be removed.

CPZ 2022-00014 Capital Facilities Financial Plan

Clark County Community Planning is presenting an update to the Capital Facilities Financial Plan (CFFP) for transportation; parks and open space; stormwater drainage and water quality; and county buildings and other facilities for the six-year period of 2023-2028.

CPZ-2022-00015 Countywide Planning Policy Amendment Procedures

Amend the comprehensive plan to clearly outline the process for countywide planning policy amendments and to better implement the Revised Code of Washington (RCW) 36.70A.215(2)(c) and the Washington Administrative Code (WAC) 365-196-305(5).

CPZ 2022-00016 Amendment to CCC 40.510.040

Modify Clark County Code 40.510.040 to clarify that all proposed amendments to the comprehensive plan and development regulations require review before the Clark County Planning Commission.

CPZ 2022-00017 Mineral Lands Text Amendment

Clark County Community Planning is requesting an amendment to the Comprehensive Growth Management Plan 2015-2035 Rural and Natural Resource Element to clarify that extraction of mineral resource lands requires a conditional use permit. See attachment 1 for the proposed text amendment of the mineral resource section of the Rural and Natural Resources Element.

CPZ 2022-00018 Lewisville Scrivener's error

Clark County Community Planning is requesting an amendment to the Comprehensive Growth Management Plan and Zoning maps to add a Surface Mining Overlay to a 1.2 acre parcel (225923000) to correct a scrivener’s error that removed the Surface Mining Overlay.

OLR 2022-00147 Synchronous Covenant Release

The applicant requests the full release of a site-specific restrictive covenant on two adjacent parcels (195971005 and 195971010) to allow for the full use of the property in conformance with the current Rural Commercial (RC) comprehensive plan designation and Rural Commercial outside of Rural Center (CR-1) zoning district.
