Highway 99 Subarea Plan

Project summary
With help from residents, businesses, and property owners, Clark County has developed a subarea plan to revitalize Highway 99 and neighborhoods nearby. The Highway 99 Subarea Plan was adopted by the then Board of Clark County Commissioners on December 16, 2008. The plan includes a vision for the area and targeted projects that can be built in the next six years.

The plan also includes a design framework based on general principles (PDF) established by the County. This Hybrid Form-Based code reflects the goals and policies of the adopted Highway 99 Plan, community input from various public workshops, and insight from other form-based codes throughout the United States. 

Economic incentives approved by the county include reduced impact fees and a planned action area under the State Environmental Protection Act (SEPA).
