Clark County to celebrate opening of new road, roundabout corridor, at Dec. 15 ribbon cutting ceremony

Clark County Public Works invites the community to celebrate the opening of a new section of Northeast 99th Street at a ribbon cutting ceremony at 11:30 a.m. on Friday, Dec. 15. Attendees should park along Northeast 99th Street, west of Northeast 94th Avenue. Light refreshments will be provided. Councilor Michelle Belkot will cut the ribbon to officially open the road.

The project’s completion represents several important milestones, in addition to making improvements to safety and mobility. The project is the first completed roundabout corridor in the county. National data shows that roundabouts improve safety at intersections by reducing the number of conflict points (points where travel paths intersect), reducing the severity of collisions and maintaining traffic flow. The project is only the second time the county has built completed roundabouts. The project completes an important connection for our arterials, the main roads that provide access to highways and freeways.

Project Background
To improve circulation and access in the area, Clark County connected Northeast 99th Street on the north side of the closed Leichner Landfill. Previously, Northeast 99th Street did not connect Northeast 94th Avenue and Northeast 117th Avenue/SR 503. Additionally, growth in the area has brought higher traffic volumes to area intersections. This project completed a missing segment of Northeast 99th Street, and installed three roundabouts, sidewalks, mixed-use paths, marked crosswalks, pedestrian refuge islands, bike lanes, center turn lanes and street lighting. These improvements enhance safety and improve traffic flow for drivers, cyclists and pedestrians.

Public Works hosted an open house for the community in the summer of 2019. Feedback from residents was incorporated into the project’s final design. Construction began in 2022 and will be operationally complete by Dec. 15, allowing the road to open to traffic. Final project elements, such as landscaping, will continue to be added in 2024. Drivers can expect single lane closures and flagger-controlled traffic as work to complete the project continues.

Project Funding and Partners
The project was supported by county funds and partners, including:

  • Southwest Washington Regional Transportation Council, Surface Transportation Block Grant – Urban Large Federal Grant.
  • Washington State Department of Transportation Improvement Board, Washington State Grant
  • City of Vancouver, water system upgrades.
  • Clark Regional Wastewater District, sanitary system upgrades.
  • County funds, partners: Traffic Impact Fees, Road Fund, Real Estate Excise Tax, Clean Water and Public Health.

The total project cost was approximately $22 million.
