In order to improve traffic circulation in the area, Clark County will improve Northeast 99th Street, between Northeast 94th Avenue and Northeast117th Avenue (SR-503). The will connect Northeast 99th Street between Northeast 94th Avenue and Northeast 105th Avenue, at the north end of the closed Leichner Landfill.

Proposed improvements include: 

  • Installing roundabouts and lighting at the intersections of Northeast 94th Avenue/ Northeast 99th Street, Northeast 107th Avenue/ Northeast 99th Street and 99th Street/110th Avenue/112th Avenue.
  • Installing three raised pedestrian refuge islands, at Northeast 96th Avenue, Northeast 114th Avenue and Northeast 115th Avenue.
  • Creating sidewalks, bike lanes and/or mixed use paths on both sides of Northeast 99th Street.
  • Connecting Northeast 99th Street between Northeast 94th Avenue and Northeast 105th Avenue, including a travel lane in each direction and a center turn lane.
  • Installing noise barrier walls- see maps below for specific locations.

In June 2019, Clark County Public Works hosted an open house where original designs were presented. Community members offered feedback on those designs. The maps here show changes that were made based on community feedback.

Budget

The project was supported by county funds and partners, including:

  • Southwest Washington Regional Transportation Council, Surface Transportation Block Grant – Urban Large Federal Grant.
  • Washington State Department of Transportation Improvement Board, Washington State Grant
  • City of Vancouver, water system upgrades.
  • Clark Regional Wastewater District, sanitary system upgrades.
  • County funds, partners: Traffic Impact Fees, Road Fund, Real Estate Excise Tax, Clean Water and Public Health.

The total project cost was approximately $22 million.

Thank you for joining us as we celebrated the grand opening of the new segment of Northeast 99th Street and the county’s first roundabout corridor!

This project completed a missing segment of Northeast 99th Street, and installed three roundabouts, sidewalks, mixed-use paths, marked crosswalks, pedestrian refuge islands, bike lanes, center turn lanes and street lighting. These improvements enhance safety and improve traffic flow for drivers, cyclists, and pedestrians.

We will have a ribbon cutting with a brief ceremony and snacks! Attendees should park along Northeast 99th Street, west of Northeast 94th Avenue. Councilor Michelle Belkot will cut the ribbon to officially open the road.

The intersection of Northeast 99th Street and Northeast 107th Avenue has reopened. Sections of Northeast 99th Street remain closed and open to local traffic only. While the road work may look complete, traffic control and closures are needed to complete the project. Construction will continue through fall. Traffic delays of up to 10 minutes are possible in the construction area. Some work, such as landscape planting, may continue into 2024.

The intersection of Northeast 99th Street and Northeast 107th Avenue has reopened. Sections of Northeast 99th Street and a majority of the newly built road at Northeast 99th Street remains closed. Portions of the newly built road at Northeast 99th Street will be open to local traffic only. The intersection of Northeast 112th Place continues to be closed as the road cannot open until the sidewalks are complete. Construction will continue through fall. Traffic delays of up to 10 minutes are possible in the construction area. Some work, such as landscape planting, may continue into 2024.

The intersection of Northeast 99th Street and Northeast 107th Avenue will be closed to traffic beginning Monday, Aug. 14 for construction of a roundabout. The closure is expected to last 20 working days (through Sept. 2). Exact closure start and end dates are weather dependent. Learn more. 

The 99th Street project is expected to reach substantial completion this fall, with the roadway reopening to traffic at that time. Some work, such as landscape planting, may continue into 2024.

The intersection of Northeast 99th Street and Northeast 94th Avenue has reopened following construction of a roundabout. Construction activities continue along those roads, and east of Northeast 104th Avenue to near Northeast 117th Avenue. Traffic delays of up to 20 minutes are possible in the construction area.

Construction of roundabouts at the intersections of Northeast 99th Street and Northeast 107th and Northeast 112th Avenues will begin soon. Details will be posted as soon as information becomes available.

Underground utility work has been completed and the road reopened in early November.

We have rescheduled the start of the closure of the intersection of Northeast 99th Street at Northeast 94th Avenue The contractor anticipates doing the necessary utility work before a roundabout can be built under a separate closure at a later date.
